HTML Code help please....

I'm putting this in the includes/languages/english/conditions.php file...in the Define Text 'enter your conditions' space.....it worked for my shipping.php file, so obviously I'm missing something with the code that my eyes can't see...

 

Here's what I've got (sorry it's a bit long, I didn't want to XXX anything out in case I x'd out the mistake!
