Vistor + Customer cart merger

Everything is working great on my site, except this one problem that is really bugging me.

 

The visitor cart is not merged the customer cart when an account is created, the cart contents are not restored when a customer adds them but does not actually checkout. Infact the contents are never restored whatever happens.

 

They are being written to the database, the code is ok as its the same version that works on my local machine which leads me to beleive its my configure file. so here it is:

any ideas greatly appreciated!

For one of the shops I was working on leaving STORE_SESSIONS empty instead of making them mysql fixed the loss of cart contents.
