Flat Rate and Per Item Combo plus Exceptions

I'm new to OSCommerce and am trying to configure the shipping costs. I'm not sure how and could use some advice.

 

Here's what we need...

 

Most Products:

First Item - $3.50 standard USPS, $4.50 priority USPS

For each additional item add $1.00 to both standard and priority USPS

 

Exceptions:

Package Deals # 1, 2 and 3 - $5.50 standard, $6.50 priority

Package Deals # 4 & 5 - $4.50 standard, $5.50 priority

 

I don't see anything even close to what I need in the admin panel. How would I set this up?
