How to link to a page to information page

I am attaching a copy of my checkout_shipping.tpl.php (/templates/content/). Basically, if someone can tell me how to underline and link the word "Shipping and Returns" to the shipping and return page in my Information box on the right hand bar (information.php?info_id=2), that would be great. Please help.. Thanks..
