module problems

had this prob for a while -- noone seems to be able to help

 

my modules have an install option with a green +, however when i install it i get same green cross saying install

 

this means i cant see any options available for payment and shipping

 

 

the files are alrewady installed when i check here

 

htdocs/www/includes/modules/payment/

 

 

im using win xp how do i change the settings for these files?
