no drop down state box on checkout

when i go through my create an account process and you type in your info. the state box is not a drop down box. so you input a state like PA then when you submit your info it tells you to select a state from the drop down box and then when you select it, it works fine. can someone please help me fix this? it looks really bad.

If you type in the complete state name it works but the abbreviations do not work. You can modify the code to have the drop downbox on the first page. There is now a contribution for do it so that would probably be the easiest fix.
