Error message with USPS method 2.7

I am getting error message "-2147219080 - Missing value for Country", only when the customer's address is United States, which is domestic shipping.

 

I have set up customer account with Japanese address(international) and United States address(domestic) to see if the contribution was working....

 

Before I updated USPS method to 2.7, USPS shipping was working only for the domestic shipping. International cuctomer only get a few shipping method but not all the method I chose in admin.

 

Now that I updated the file to USPS method 2.7, it works fine with international shipping, but not domestic.

 

When the order needs to be ship domesticly, then I get the error message "-2147219080 - Missing value for Country."

 

Does anyone know how to fix it? I really appreciate your support.
