Where is the cart contents stored before login?

Earlier I ask why my new attribute system wasn't working if the user wasn't logged in when they click checkout. I realized that the problem that I'm having is that I am storing the value in the database table customers_basket_attributes. I now see that data isn't entered into this table until the user is logged in. So my question is: Where is the customers cart information stored when the user isn't logged in? And when does that data get inserted into customers_basket_attributes?
