Change "Suburb" to "City"

Some of my customers get confused because my site lists a "suburb" instead of "city".

 

Is there a setting somewhere in the admin panel that will change this?

 

Also, is there way to set the default address format? My store location is USA, and I've set the format to "2" in the location/taxes, but it doesn't seem to be using it.

That suburb thing would be useful for me as our shop is based in the UK.
