Delete flags in admin section

Very new but learning this stuff.

Need to know how to delete the flags in the product category drop down list and if I do this does it affect my shop?

 

Hate the flags in there.

Also on mainpage cannot re-write file, how do I change this?

Need to add my own info not template info on main page.

 

Please no tech php or fttp stuff as it is too complicated.
