Skin's, how do you apply?

Hello, I'm starting to get a little feel of how this works, finally! :)

 

I was playing around and i downloaded a skin out of contribution section. Skin B

 

It was the whole site, just different look.

 

How do i apply this? Or apply skins?

 

Don't forget, i'm kinda of dubie too
