Payment module by price

Is there a way to set the available payment modules based on price. I know there is a free payment modification. I kind of want to do the opposite. If someone comes into my store and orders a zillion items it's almost always fraud. I want those orders redirected to the manual cc processor.

 

That way I can call the bank and make sure its a legit order before I run it through. I'm doing this mostly because my processor has started charging me for every declined card (First data, was Concord, was EFS ... don't use them!)
