"Private Server"...?

Reading some posts and contributions, I?ve read that we can have a "private server" to test the contributions and modifications to the code, before we change the real store. I suppose that this mean we can run a database from our own computer, right? :-"

 

I'm already conected to a database, so I want to know if it is possible to run the database on my own pc.

 

BTW, Im using dreamweaver to see/modify code, if that is important.
