Custom Design Admin Contribution

I was wondering if anyone has developed an Admin contrib that allows a user to modify the look and appearance of the site using the CSS file and preferably something that also allows you to modify the logo and the title of the page since these are not things already able to be modified. I would like to be able to set this up and have a non-code based method of modifying the actual design. I have seen it mentioned that there is a template contrib (STS) and such, but this is beyond the scope of those I would like to help set this up.

 

I would also eventually like to get this working in such a way that multiple stores can be run and administered independently of each other by separate users without setting up a completely new store. I figure this can be done by creating a store table and then appending the store ID to any records in the other tables.

 

Newsletters could be done by adding a separate table that links a customers_id to a store_id to determine what stores a customer has subscribed to a newsletter on.
