How is the Sales Tax Zone generated?

How can I test the sales tax module if I don't have a credit card from the state where the tax is generated from?

I'm from California, but the store is based in North Carolina...is the sales tax generation based on the credit card state or the shipping adress state?

And how can I test the module without a credit card from that state?

Please help?

Tax is applied based on the account address (the primary address, if their address book has more than one entry) of the customer. It's got nothing to do with the credit card. You can test by logging in from test accounts with different addresses.
