How can I test it? Is there another way? Is sales tax generated off of the credit card adress or the shipping address, or other? Thanks!

If you want to complete test orders then just enable the check/money order module and use it for your test orders and you can use any addresss you want. The Knowledge Base is a wonderful thing.
