Australia zones with a postcode set as a zone ?

I am using flat rate shipping and this is OK.

 

Have country Australia and using the Aus zones (state) contribution.

 

I would like to set it up so that a local postcode gets an option of free shipping.

 

IE flat rate table for all, however when a purchase is made from a local postcode I wish to offer free shipping (but not have it appear as an option for the others - it only appears when the purchaser has the local postcode)

 

Any suggestions ?

how would I go about getting free shipping to a specific postcode in Australia when I currently have an Australian zone that consists of the Aus. States ?
