Disable account creation

I wan't to run a web-shop where all customers are known by the admin, meaning the admin should create the user-accounts in the backend-section. Users can only see the catalog if they are already registered by the admin, but cannot register themself.

 

Has anybody already made this functionality, or any ideas?
