Banner Manager

Hi all...

 

I have read through the forums, tried the manual fix, but still nothing.

 

I am trying to use the Banner Manager...the image is sitting there, but not showing up in the footer. Strange that each time I go to banner manager, sometimes the banner is 'inactive'.

Here is my image....any help as to why this function is not working?

 

Could really use the help...I am new to the forum and this is my first install.
