Simple inquiry - New customer active/inactive swit

I can't believe I can't find this, but where's the switch to allow customers to create an account, and then use thier account immediately? When I create an account, it's set to inactive and I'm told the admin has to activate it.

 

If there isn't a switch, why not?

then you must have installed a contribution because standard the account is active immediately. Maybe the contribution instruction can tell you if there is a switch.
