Shipping has me totally confused

The setting in Configuration > Shipping/Packaging > Enter the Maximum Package Weight you will ship has just confused the hell out of me.

 

I put a couple of items in my cart to total 3000 grams (for example).

 

Option 1 -set the Enter the Maximum Package Weight you will ship to 2000 - Shipping cost under three different table methods comes out at ?12.49, ?13.98 and ?16.57

 

Option 2 - set the Enter the Maximum Package Weight you will ship to 5000 -

Shipping cost under three different table methods comes out at ?1.18, (obviously wrong), ?9.64 and ?22.91

 

I have set the tare to 0 and percent increase to 0. This just doesnt make any sense to me whatsoever.
