Request Mod for Ordering

I am in the process of opening a "shop", and I would like to add an step in the purchasing process.

 

- current process: buyer visits site, selects items, pays for them

 

- desire process: buyer visits site, selects items, generates a order ticket, then pays for the item.

 

What I want to do is when the order ticket is generated, I will recieve the request, and then I will work up the requested item and allow them to approve or reject the item. If they reject the worked up proposal, it disappears, if they accept it, it will move to the bill step and the sale will be completed.

 

I am starting a graphics design studio, and when I do custom work, I want the customer to be able to review the item BEFORE money is exchanged, it is easier to deal with then possible returns with out a store front.

 

Is there a mod already in exsistance? or any suggestions?
