where did my shipping go?

hey all, im running a copy of osC Max, which ive brutaly chopped to hell to get it perfect for a client of mine. everything is setup great, the only thing it was lacking was a ups shipping module. i finnaly got that working, but for some reason the website doesnt want to go to "checkout_shipping", it just goes directly to payment. no matter if i click the breadcrumb link at the bottom of the checkout pages, or if i type the URL directly, it still goes right back to the payment page.

 

anyone know whats wrong? any perticular files i should replace? im running through BTS templates, and i dont think its any of the template files since i tried multiple templates and had no luck.

 

any help would be apriticated :)
