Issue Low Stock warning BEFORE Out Of Stock

I have my default out of stock message to read "low stock/out of stock". Is it possible to have this warning come up when stock has reached the pre-defined "re-order level". This would show up BEFORE the product actually goes out of stock completely allowing customers to continue buying "low stock" items.

 

If the product does go out of stock before the next delivery arrives I would like to prevent customers from reaching "check-out" etc with out of stock items in the usual way: Allow checkout for out of stock = 0.

 

Is this at all possible. It gives customers an advanced warning of low stock before actually running out of stock. This might help prompt customers to buy earlier.
