Creating Popup window on Index.php

I was having a hard time creating a popup window that pop ups on load in the index.php. However, every time and item is selected on the leftside the pop up keeps coming up. I know the reason why its doing it, but i have found nothing to make it popup once on the index.php page. I need Help?

Not too hard to do...let's see your code as it is then we'll integrate into the index page properly.
