Fatal Error on checkout_success please help

I was adding some javascript snipets to my checkout to track my roi and something got messed up. Here is what it says on my /checkout_success.php screen

 

Fatal error: Cannot redeclare tep_db_connect() (previously declared in /home/virtual/site86/fst/var/www/html/includes/functions/database.php:13) in /home/virtual/site86/fst/var/www/html/includes/functions/database.php on line 13

have u overwritten the language file with the root file ?
