Problem setting up on IIS 5.1

Hello all, I've been trying to setup osc on IIS 5.1, I get to the part where I'm asked to enter database info then the next page all I get is a page with only writing at top, the database is located on remote server and is already setup with existing osc info in, I'm just wanting testing server locally, I have php latest version and register_globals have been enabled, there are no errors and I've also found same problem in forums but no solutions, as you can probably tell I do not know much about it so if there's anything I've missed let me know.

are you using php5? most likely the problem . .. use php 4.3.9
