Howto: shipping costs by no. of products & area

Hi all

 

I am looking for a shipping module that allows me to define shipping costs by amount of items (irrespective of weight) and location of shipping, so for example:

 

1 item to USA = GBP30

2 items to USA = GBP45

3 items to USA = GBP55

 

1 item to Germany = GBP20

2 items to Germany = GBP30

3 items to Germany = GBP40

 

etc etc

 

From what I can see at the moment this is only possible by weight or price... Am I missing something here? Is it not possible to have it by number of items & country?

 

Any help would be much appreciated
