what does having access to cURL mean?

I tried to install Authorize.net v17 but one of its requirements is

to have access to cURL, either compiled into your flavour of PHP, or as a binary (curl.exe) which you can point this contribution to.

 

 

What does it mean ?

 

and what is cURL?

 

 

please help me out~~~

But if your hosting company doesn't have it installed on the server already then I doubt you'll have the necessary permissions to install it yourself.
