zone help

hi all I'm new

I edited zone.php for 3 zones

I'd rather do count than weight, but setting weight to 1 on everything = count

Here are how my zones are done

 

1:5.00,2:6.00,3:7.00,4:8.00,5:9.00,6:10.00

1:8.00,2:9.50,3:12.00,4:13.50,5:15.00,6:16.50

1:10.00,2:15.00,3:20.00,4:25.00,5:30.00,6:35.00

 

Thing is in my test cart I have 3 items and it's charging me the 6 weight shipping. What am I missing?
