Can i disable states and/or cities in the cart?

I need to make it so certain states, or certain cities or even zipcodes that the sale is originating from cannot purchase from my store because of laws and such. How do i go about this? Also, how do i make the store so only USA/Canada can register and purchase?

 

For example, i do not ship to :

 

States:

Alabama

Arkansas

 

Cities:

Florida: Jacksonville

Florida: Tallahassee

Florida: Tampa Bay

Indiana: Indianapolis

Ohio: Cincinnati

Tennessee: Memphis

Texas: Austin

Texas: Dallas

Texas: Houston

Texas: San Antonio

Texas: Waco

 

Zip Codes:

New York: 14200 thru 14299

North Carolina: 27500 thru 27999

North Carolina: 28300 thru 28599

Pennsylvania: 17000 thru 17199

Texas: 76035 thru 76199
