Table Rates (pretty urgent)

Hello

 

I want to use Table Rates and base shipping on the order total. At $100 there's free shipping which works just fine. Anything else:

 

$25 total = $8 shipping

$50 total = $16 shipping

$75 total = $24 shipping

 

So i put in "25:8.00,50:16.00,75:24.00" and yet when I go to check out it says shipping is 0.00.

 

This is the only Enabled (true) shipping method. table method set to price. no handling fee, tax class is "Taxable Goods" (which is everything), no shipping zone.
