Shipping and tax

I have 2 flat rate shipping modules installed one for the UK and one for the rest of europe.

 

I have two tax zones Europe and the UK and two tax rates Europe and the uk

 

When someone orders something and ask for the product to be shipped to the UK all is fine and tax is added to all the individual products

 

when someone asks for a product to be sent to Europe it leaves the tax off the items

 

I have found that if you change the tax class in the items properties to Europe then the item is displayed with tax to be shipped to Europe and no tax to be shipped to the UK

 

have I misunderstood tax and shipping or i there a way round this problem
