Easy way to tackle international shipping?

HELP! I've searched the contributions and forums, and can't figure out how to configure shipping for domestic and international rates. Here's how our previous shipping math worked:

 

domestic: $1 + 5% of order total

Europe: $1 + 15% of order total

Asia: $1 + 25% of order total

Canada & Mexico: $1 + 8% of order total

 

Can someone help me set up my zones and shipping tables to accomplish this? The default zone table that is installed is filled with countries, but how do I make the math specific to these continents instead?
