Wrong Tax?

I plan to use OScommerce to sell club branded apparel for a local diving club. Honestly, it is overkill for the volume we sell, but I like the way it handles product options, payment options, and invoicing. That said, I am testing our site with just COD right now. I will test with Paypal later. We are a non-profit club, so we usually do not charge tax for members. When I place test orders, however, an erroneous tax of 16% is always added for COD orders. The only tax zone identified is the default of Florida at 7%, so I confused about the 16%. In reality, there should be no tax, unless perhaps our client is a Florida citizen. Does anyone have any clues here?

 

P.S. I hope this works well enough that we can grow our product offering and sell to more people.
