problem with zip code placement

on shopping_cart.php I get this error:

 

Warning: htmlspecialchars() expects parameter 1 to be string, array given in /home/graveyar/public_html/includes/functions/general.php on line 41

 

The main problem is that when the user adds in a different shipping address, OSC has the zip code listed before the State/Province so the shipping calculator produces this error.. what file and where do I need to fix this??
