Header Tag Controller 2.3.3 problems

I have just tried to install Header Tag Contoller into my developing shop.

 

It seemed to have worked as I am getting the Title in the page titles.

 

However when i try to open the fill_tags.php file all I get is a blank screen! No parse errors.

I have tried moving the file to a number of different folders on my server but if I do I then get parse errors.

 

Any help would be grateful
