No Payment Options when buying in own country

Hi all,

I have a really strange problem here. I set the shop country to Germany and then set up a new customer account with the customer being also in Germany. When I log on as this customer and try to checkout it wont show me the payment details page. It just keeps showing the first checkout page and wont continue.

 

If I then go and change my customer address to e.g. france or some other country all is well and I can select my payment method.

 

Have I done something wrong in the configuration? Just cant figure this out. Any help would be much aprreciated :)

In the mean time I figured out that if I enable the Flat shipping then it will work, but problem is I dont need nor want to charge any shipping costs!! :(
