Changing the template look to an html style?

Question to the Mighty Pros,

 

I see many sites setup using a graphic html style template, for example these sites

http://www.the-wizards.com/catalog/

 

How is this mod setup? I've tried to search in the contributions area for templates or mod info but couldn't find anything.

 

Please advise how this is created.
