Tax Question

Im am still in the initial setup phase, but does osCommerce have the ability to distinguish which customers get charged sales tax based on their location? For example, I must charge sales tax for sales inside California but not for other states. Any help would be appreciated.

Yes if you setup your tax right it will recognize and adjust the tax

Look at the default setup (for florida)
