what is pixel_trans.gif used for

1 x 1 pixel transparent gifs are probably the most common image on the internet. They're used as "filler" images. So you can define an image, say 20 x 20 pixels, stick the transparent gif in it and you've got an invisible spacer.

It's a function drawing an outline then filling it with a transparent image. Again, it's a kind of spacer.

wut is it used for and is it important?

It's used to annoy 56K and sometimes IE users who often are presented with a big, ugly bordered 'entity.'   would have made for a more universal spacer in most instances. :(
