UPS XML Rates and Services v1.4
This package is based on the UPS XML Rates and Services v1.0 by torin.
I labeled this 1.4 because it's essentially all the changes in the 1.3.9 version of that package. then, I noticed some of the files getting replaced had changed in 2.3.1, so I added all the new code in the OSC 2.3.1 to the files that get replaced.
Limited testing shows this package to be even more stable than I could have hoped.
This is my first package submission, so please, use with caution. Also, intended for use on a clean install of 2.3.1., without other modules.

Updated the install file to be 5.3 compliant.
Changed some of the files most the admin XML files to be 5.3 compliant.
I did not touch the dimension support part.
