Help System for the Admin Section

Hello everybody.

This is the first time i have tried to actually submit a contribution, so I hope I don't annoy too many people with mistakes.
I have worked for about 8 months already and have made countless mods but most were too specific to fit anyone else's needs.
The idea for this particular contribution came from the graduate realization that of the 50 major mods I made for OsCommerce - my bosses knew how
to use only 4.
So, this contribution is designed so that a web-designer, working on modifying OSCommerce for someone, can include easy
instruction on how to operate the thing (which button to click, where to click, what input requirements are there, etc.).
I know there are many computer savvy people out there - but believe me, some, like my bosses, are not! And they need step by step instructions.

Please, let me know what you think about this - useless, good idea, etc. I know my code is far from perfect - any modifications and corrections
are welcome.
