Canadian Province Shipping v0.9

This is a modified version of the State Based Rates shipping module intended for Canadian use.
Adds the ability to tax shipping.

Default install has 4 zones(easily changed) - Canada split into 3 groups of Provinces, and USA - each with different ship rates.

My first contribution - hope it's useful to some of you.

Thanks for the contrib, works great. I ran into a problem with it on the french side of my site but this contrib should take care of it. I've simply translated the province.php file into french and placed it in the right folder structude.
catalog/includes/languages/french/modules/shipping/province.php which should resolve the error you get when trying to use french with the original. Ejoy.
